English Learner Services

FBUSD is proud to serve a richly diverse student community, and we are committed to ensuring that every English Learner has full access to a high-quality education. Approximately 19% of FBUSD students are identified as English Learners — and supporting their academic success, language development, and sense of belonging is a district-wide priority.

Who Are English Learners?

English Learners (ELs) are students whose primary language at home is a language other than English and who have been identified through state assessment as not yet fully proficient in English. English Learner status is determined through the Initial ELPAC (English Language Proficiency Assessments for California), which is administered when a student first enrolls in a California public school.

Being an English Learner is not a deficit — it is a reflection of the rich multilingual backgrounds our students bring to our classrooms every day.

Our Commitment

FBUSD is committed to providing English Learners with the support they need to develop English proficiency while achieving grade-level academic standards. Our English Learner program is designed to:

  • Build English language skills across reading, writing, speaking, and listening
  • Ensure meaningful access to the full academic curriculum
  • Honor and celebrate students' home languages and cultures
  • Support families in staying informed and engaged in their child's education
  • Help students reach Reclassification as Fluent English Proficient (RFEP) as they develop full English proficiency
